Serhiy Svystil was born in the village of Nyzhni Mlyny (Poltava Area), Poltava Region.

He graduated with honors from the Military Institute of Telecommunications and Information, Military Relations Academy, Central Institute of Certification Training for Management Staff in the Patent Sphere, Higher State Courses on Patent and License Work. He studied at the Monterey Institute of International Studies (USA).

From 1974 to 1991 he studied and served in the Armed Forces of the USSR as an Officer, working in the direction of interaction with the defense industry, organization of scientific and research, research and design works and development of new technology samples (Kyiv).

1992 – service in the Armed Forces of Ukraine, Arms Headquarters, Department of Intergovernmental Relations.

1992 to 1995 – Head of Department of Analysis and Export Policy Adjustment of the Expert and Technical Committee at the Cabinet of Ministers of Ukraine, Secretary of the Governmental Expert and Technical Committee.

1996 – Deputy Head of the Expert and Technical Committee at the Cabinet of Ministers of Ukraine.

1997 to 2000 – Deputy Head of the State Service of Export Control of Ukraine.

2001 to 2013 – in private business holding managing positions at enterprises in the sphere of foreign economic activity, Head of the Council of the Association of Exporters and Importers in foreign economic activity (Kyiv).

From April 19, 2013 – Vice-President of the UCCI.

Serhiy Svystil took active part in the creation and development of the national control system of export and import of sensitive goods, implementation of international norms into Ukrainian legislature, requirements and arrangements in the sphere of state export control.

He is a well-known lecturer in Ukraine on issues of foreign economic activity, has extensive experience of practical work in business, has managed many international projects in the sphere of trade, logistics and customs.

Documents of the International Chamber of Commerce (ICC) and other international organizations (Incoterms 2010, Comments to Incoterms 2010, Principles of International Commercial Contracts, various model contracts of the ICC, force-majeure and complication preventions, recommendations from the ICC on transfer of ownership, etc.) were translated and published under his supervision. Among published books: «International Commercial Transactions» and «Principles of European Contract Law. Comments and Recommendations».

He completed fellowships on issues of foreign trade in the USA as part of the Ministry of Trade of the USA Program, in Japan as part of the Ministry of Foreign Affairs of Japan Program, in Belgium (CCI Belgium Program), in Germany (Union of German Chambers of Commerce and Industry).

He is a Co-Chair of the joint work group of the Ministry of Economic Development and Trade of Ukraine and the UCCI, member of the Board on issues of investment stimulation and entrepreneurial activity at the State Fiscal Service of Ukraine, Head of the Committee in the sphere of foreign economic activity at the UCCI. He coordinates the activity of the following UCCI committees: the Tax Committee, the Committee on Issues of Protection Against Unfair Competition, the Committee on Combating Corruption and Corporate Responsibility, the IT-Committee.

He holds the title «Honored Inventor of Ukraine», certificates and acknowledgements from Ministries and Institutions of Ukraine for his personal significant contribution to entrepreneurship in Ukraine.
